Mr Prime Minister,

Ladies and gentlemen,

A few days ago, a new hate crime took place in Romania. One more woman – out of how many? – lost her life, was beaten, tortured and killed by her own partner. A young woman, who for several years had been subjected to violence that is hard for many of us to imagine, but known to her family, neighbors, local authorities in Motru, Gorj County. In fact, the offender and the other executor had had two other victims in the past – their former spouses. These women managed to escape alive by running away: throwing themselves out the window of their common domicile or emigrating.

Such situations must cease to exist.

Accordingly, we appeal for the emergency approval by the Romanian Government, through the relevant ministries, of the draft Law for amending and completing Law no. 217/2003 for the prevention and combating of domestic violence, republished, with subsequent amendments and completions. We wish to receive the draft bill as quickly as possible in the Parliament of Romania, in order to be able to put it to the vote, to adopt it and send it for promulgation in the shortest time. It is essential for the new legislation to take effect as soon as possible. We must once and for all give out the signal that there is 0 tolerance for domestic violence!

We have no right to assist carelessly in the development of these tragedies.

On the contrary, we have the duty, the obligation and the tools to put an end to a scourge with serious effects on the health, quality of life and well-being of the victims and their families and on the development of the whole society.

We remind you that Romania has ratified the Council of Europe Convention on the Prevention and Combating of Violence against Women and Domestic Violence (Istanbul Convention). It entered into force on September 1, 2016 and the provisions of the Convention are required to be transposed into national law. At the same time, we remind you that, through the function you hold, you have promised to implement the measures contained in Chapter 9. Respect and dignity for women, within the Government Program 2017-2020.

We thank you and assure you of all our support.

Sincerely,

Oana-Mioara Bîzgan-Gayral,
