Young People and Children
Creating a legislative and institutional favorable framework to support the development of children and young people
Current situation:
- According to Eurostat, nearly 700 000 young people in Romania aged 15 – 29 are neither in employment nor in education or training (NEET).
- There are 57 269 children placed in Romania’s Child Special Protection System, 20 291 of them are in residential services and 36 988 are in family-type care services;
- Currently, in Romania, the data shows that 43.7% of the young people, aged 15 to 29 are at risk of poverty. Almost half of Romania’s children live in poverty
- High percentage of NEET indicators costs Romania around EUR 2.5 billion per year
- In 2016, the estimated youth unemployment rate in Romania was at 20.4%. There were 121 000 unemployed young people aged 15 – 24
Suggested measures:
- To reform the current education system by ensuring a child centered education and help children from low-income families to escape the cycle of poverty;
- To stimulate companies to hire more young professionals by offering government support or different type of state aid;
- To create more national business incubators and accelerators for students of technology and economics in major cities like București, Iași, Timișoara, Cluj and Craiova;
- To integrate more than 25,000 people aged 15 – 24 years in the dual training system – „Jobs for youth. Productivity since the first day”;
- To enhance the employment by motivating youth to apply for jobs in fields with most openings;
- To support young people by offering them an educational system adapted to the work market’s demands by creating a well-managed partnership between Human Resources departments and the Ministry of National Education;
- To introduce in the national curriculum the following learning activities: financial education,civic education (professional ethics, volunteering, active citizenship, health education (hygiene, reproduction, nutrition), human rights education and art education.

1 out of 2 young people under the age of 24 live in poverty. Today’s young people and children are full-time citizens and need a good environment to build Romania of tomorrow.
PUBLIC HEALTH
We are positioned on the penultimate place as average life expectancy (75 years) in the EU due to an inefficient distribution of resources. We currently allocate only 4% of GDP to the health sector.
ECONOMY
We need to use the competitive advantages of different sectors to reposition Romania as an essential player on the European and global value chain.
